Many people using AdSense want to change their country due to several reasons. Google does allow changing your country in Adsense. Only exception is if you belong to or want to shift to these countries.

If you have and now you want to change the account to your address , forget it. You have been duped. Google wont allow you to change your country in the AdSense account and you will be stuck with the useless account.
Since Google has auto-approval for many countries, people with approved AdSense accounts try to sell their accounts to Indians / Chinese who have to wait for six months for AdSense approvals. Lured with fake income screen shots, buyers of these accounts are in for a rude shock because more often than not, these accounts get banned immediately or later. So better if you stick with Google's rules and concentrate on building your site for six months so that it has decent traffic from search engines and apply for AdSense later.
